I find that rule changes are rarely an event to be overly excited about. Normally, they're either: measures that help the market catch up with developments elsewhere in the world, or changes that are relatively minor.

This time, however, there's a proposal that might actually bring the UK to the forefront of global capital markets.

I'm referring to the introduction of a capital access window.
